I think it simply bottomed out around 92 and they tried to come up with a new slogan. See back in the 80's I was not a very good speller or reader and I thought the slogan was "Just say Yo to drugs". So evertime I saw someone smoking a joint I'd go up and say "Yo, can I have a hit". Then in the 90's I was sitting in my room one Monday after noon when I realized that I should be looking for a job. While out walking around (I forgot I was looking for a job) I came across a billboard with a hot chick saying "Just say no to drugs". I have not smoked sense that day.
