2. Mike Sheppard(Bengals): His WR's have led the league in receptions and yardage for the past several years. Again not sure how to bring him in.
Coach - Cincinnati Bengals

3. Fred Graves(Titans): Another one of the best and again not sure how to bring him in.

After those I started thinking about older coach's that may be sitting on the sidelines so I looked at some of the teams that ran the WCO and had high scoring years and came up with 1989-1990 49ers(SB year), 1994-1995 49ers(SB year), and 1996-1997 GB Packers(SB year).

1989-1990 49ers had Sherman Lewis: I could not locate where he is or if he is even coaching anymore.

1994-1995 49ers had Larry Kirksey: He is currently with the Texans. Again not sure how to bring in but he had an awsome resume.
Coach - Houston Texans

1996-1997 Packers had Ray Sherman: He is currently with Dallas. Maybe we don't want a rival but he also had an awsome resume. Not sure how to steal him from them.

Those were my ideas. I leave it up to you guys to look at and agree or disagree but it would be nice if Snyder/Cerratto/Zorn would be reading this thread and say hey lets get one of them. lol.
Looks like you've done some homework SBXVII. Any of these guys would probably be an upgrade over Hixon. Nothing personal against the guy, I'm sure there are a combination of things that have made our receiving game less than stellar, but I haven't seen any reason to think he's done a good job either.
