Jackson had to commit on the basis that the receiver caught the ball, had no chance to adjust when the receiver brought his head down.... offensive players don't get penalised when they lower their head into contact, sometimes it is out of the defenders control

Watch it again if you can. It was a clear penalty. You can't lower your head. You can't hit their helmet and the ball was past.

And he has to protect himself, hence the shoulder, braxing for the impact.
