What makes you say that? Do you have some inside information that no one else has seen? RR didn't overpay for A Cooper last offseason. They put in a fair offer, and when Dallas offered $37M more in guaranteed, they said - bubbye.

I watched the Marty, Martin, Rivera press conference, and I'm pretty sure I heard, over and over again, that they weren't willing to mortgage the future for any position, even the most important one - QB. They want to find a balance between finding that guy, aggressively pursuing him, but also being to protect him, give him weapons, and build the team around him.

It can be done... There's never just one way to skin a cat.

A side note on the front office pursuing trades. An NFC opponent (the Rams) just paid a ton in draft capital to get Stafford. One reason that happened is because other teams like the WFT put in offers that the Rams had to beat. I would have liked to have Stafford, but I also like that our FO seems to know how to put a reasonable bid together that either wins or forces a team to go to an over the top bid (ie Cooper and Stafford). Whether they intend to or not, it gives an air of confidence to their trades that they won't get bullied past their "ok" spot, and that they seem to have fall back positions that may not be as terrific as the hot market, but cover the bases at least.

Could be rose colored glasses, but I say getting in the mud and making everyone put honest bids in is an unheralded part of the process.
