What is preventing Ike Hilliard and Gruden from replacing J. Doctson with Mo Harris?

I agree....the Redskins need more help at WR....it seems like while the front office does a great job in the draft they don't do well at all in free agency....what if Doug Williams would have made that trade for Amari Cooper instead of Dallas? We needed another WR worse than Dallas did....
