I think that's an incorrect interpretation. The coach DOES have input into decision making and long term planning, but it's not entirely up to him (like with most teams in the NFL) and it's the front office that handles the negotiations, not the coach (like with most teams in the NFL).
It's entirely incorrect to say the coach has no say as to who plays QB for him.
