Do the Redskins have the talent to win and are just streaky or are the Skins lacking the talent and needing a year or two or drafting and free agency to be contenders (speaking mainly on pass rush)?

Tony, why does it seem the Redskins' offense plays better against the higher ranked defenses in the league, but when they go up against the lower ranked defenses (Giants, Raiders), they seem to really struggle?
