They do that all the time. Go back and look at the previous covers. Active college players are forbid to do it by NCAA rules.

Yep, the same reason that they can't sell college jerseys with player names while they're in school. Many college jerseys with names that you see for sale, even long after they've gone pro are fakes.
Tebow was on that game after he went pro too.
