RGIII undergoing total reconstructive surgery: out 6-8 months

A few questions someone may help me with:

Isn't a lot harder to come back from a second of these injuries to the same leg?
Why do the NFL teams pick a doctor? Shouldn't the NFLPA enploy the doctors? Conflict of interest, IMO.
How much you think it will hurt RG3 to miss training camp? This isn't a 5 year vet we are talking about.
Who looks over the feild and determines it is safe to play on? The refs?
