Bowen was used about the same amount as a blitzer in the time he played than the other safeties playing the rest of the year. Willaims seemed to utilize blitzes from him and springs quite a bit and if Williams likes him and he continues to produce like he did before he got hurt, it just wouldn't be worth the $500,000 created in cap space.
