In top flight organizations only the HC is supposed to make the cuts and signing? The HC Steve Spurrier was did not strike me as being interested in personel matters or special teams or defence or the offensive line or making game plans to counter specific changes or to make changes to his own system to counter the problem that it was exposed from week three onwards.

Also in the year Steve Spurrier did have full control over personel moves on offence we picked up such jems as Danny W, Shane Mathews, J Green, Anthoney etc etc. So Armstead is upset it takes a real las guy to take a pop at a team who simply wants to go in another direction at the position.
