It makes a lot of sense because as opposed to most years when draft picks grow in value as the draft approaches, free agency can reduce the true number of suitors for RGIII depending on where Manning and Flynn end up. Throw in the post-Combine weekend speculation that the Browns are unwilling to part with both #1 picks and that they are planning to go hard after Flynn the cards are laying out for a RGIII-Redskins marriage at some point soon.
From our standpoint, it would also be beneficial to make the move prior to free agency because we'd then know where we need to focus our resources. We can address WR, G and CB via free agency if we know the QB position will be addressed with the #2 pick.

I like the Browns thought process. They already have McCoy and adding Flynn gives them competition and 2 chances to hit at the QB position while preserving all their picks. If one or both work out and they make good on their picks, they could be sitting pretty.
