There's no way McNabb's a borderline hall of famer, being that he's at the end of his career and doesn't qualify for the hall of fame by pretty much any criteria. Palmer is much closer to the middle of his career than McNabb is, and I think he's been better than McNabb going back to 2005. He certainly was this past season.
I can't speak as to the declining arm strength/skill sets of one or the other, and wouldn't expect Palmer to have another run quite like 2005-2007 here, but I'd expect him to look better than 2009-10 anywhere once he escapes Cincinnati. He's was that offenses' best player this year. I think Chad's the one who is most obviously in decline.
