So what would be the difference in cost for a franchised TE and a franchised H-Back. Would they just go by the average of the top TE's in the league or H-Backs? Kind of a loop hole if it would work, there aren't many H-Backs(on paper) in the NFL. Regardless I pray it wouldn't come to us franchising Cooley!

There is no designation for FB or H-Back. Both would fall under RB, which would be a huge difference in the franchise tag number from the TE position.
Regardless, it doesn't matter, Cooley is a TE now under Saunders system.
