Thing is, OT are always overdrafted, especially when there is a danger of a run on the position. If they wait for value at OT they wont get one. In a perfect world they could take DeJean at 36 and trade down from 40 to select Suamaetiea (?) or Paul in the 50s. But they will probably have to take one of them at 40. If you ascribe to the more picks is more chances philosophy, which is not neessarily wrong, then you need to draft multiple OT in the hope at least one will turn out to be a decent starter.
You never want to go into a draft desperate for an OT.

So they won't get one. It would be stupid to draft a player that can't contribute over a player that could.
