I'm not sure that's part of the rule.. So even if a call is wrong, because the coach throws the flag the play doesn't get reviewed? Doesn't seem like the league would do that on what would have been an automatic review anyways. The 15 yard penalty would be for unsportsmanlike conduct for the review flag.
