I'd be shocked if dead money didn't coun't as cap room as that would pretty much kill players on non-guaranteed contracts. My guess is that the cash requirement is just separate from the cap requirement, which is to say: every team gets to be the 2006 Redskins now.
So sounds like we only have ten mil of cap space, but total value of (guaranteed?) contract dollars will have to ballpark $40 million. That will not be hard.
