They've stated that the if they can't get Gabbert, then Locker is the second choice. However, I don't think they'd move up to #2 just to get Locker. Like you said, I think they may move up a few spots for Locker, but if they want Gabbert, they'll have to go to #2-4 to make that happen.
It'll be funny as hell if the Panthers selected Gabbert or some other player to watch the dominoes fall.
