I'm very confused about how this works. I thought it was some formula with the net free agents lost (money wise) matched up with free agents brought in.

Arizona lost Dansby Rolle Berry (and sort of Warner). Dansby and Rolle were two of the biggest FA's available. All they signed was Joey Porter.

Why does arizona have one pick and its the 6th from last in the 7th?
