These are pretty much opposing ideas. Thomas was just plain raw. Not at all accomplished as a WR.
Malcolm Kelly was light years ahead of Thomas in terms of being a high quality WR on film, but Thomas had outstanding measurables so he got hit with the "big upside" tag. If you watch all of the college film on Devin Thomas and Malcolm Kelly it's easy to see who was the far better WR coming out of college.
