This is going to be about a 5 million dollar hit on the cap, or something close to that, but the only place the Redskins could spend that money anyway is an extension. From that point, this move makes sense.

The CBA runs out this year which has the potential to make 2010 an uncapped season. But I assure you that negotiations for a new CBA will be intense to reach a new agreement to avoid a lockout at the end of 2010.
If there are owners out there that are counting on the NFL not having a salary cap, instead of preparing for a new CBA as if there will be a salary cap, then those owners are preparing themselves to fail.
