No you can't go back on it. Once you call him a post June 1 cut, you're committed to it.
But never fear, I do think the Skins will still make good use of that cap space. First, the Post recently ran a blurb saying they further guaranteed the 2008 and 2009 base salaries for Clinton Portis, which will have some sort of impact on the cap. Aside from that, I'd bet a lot of money that the Skins will extend a young player or two now this season in order to make use of that excess space, thereby allocating some of that money this year.
2nd round picks typically make about 1.5 million per season. Ballpark.
