I think that is a bad way to measure a President, but it is the American way. Generally, only the very worst of Presidents would tend to be measured using your criteria and often it would lead one to think they are doing a great job (ie short term gains for long term losses) although good Presidents could also be damaged (short term pain for long term gain).
