As for the football used: In overall circumference, college footballs can be up to 1-1/4 inches smaller than NFL footballs. To get more detailed, the circumference of a college football ranges from 20-3/4 inches to 21-1/4 inches lengthwise from end to end, vs. the 21 inches to 21-1/4 inches in the NFL.
So the balls actually vary in size in college and the pros? Thats crazy.

I am guessing changes in temp and atmospheric pressure are main reasons but I do think there is some team preference on the internal PSI if I recall from deflate gate.
It is kind of funny for a league that is so anal about things that this isn't a big deal. They will literally stop the momentum of the game and disrupt crowd involvement for 15 minutes to decide to put or take of 1 second or if a receivers toes were a quarter of an inch one way or the other but the ball circumference, which can actually have a difference there is wiggle room.
