2009 saw a dip in federal tax revenue due to the recession. But every year since 2010 it has increased in actual dollars. Revenue is not the problem, spending is.

It is always the Republicans that pass deep tax cuts for the rich SD - and that leads to the little guy losing. It isn’t everything but its a big piece.
