Lets say we draft a qb with our spot, he busts, the next year we pick top 15 winning because of our D. We take another qb. He also busts now we have wasted the picks and still dont have a solution. This is the cycle we have been in.
You take a risk in any move, and all you have to do is look at all the qb busts in the league to know that IF you can get a major confirmed talent you pay and be happy about it.
