Kyle has a six year contract, he can be patient. And if the 49ers stink in 2017 they can draft a good QB in the 2018 draft. Then pay him much less money and keep all their picks.
Keeping KC on the franchise tag in 2017 with less weapons can only hurt his value.
The only good option is a trade before the draft.
