I've taken some civil service exams and before the exam they ask everyone to take out your phone, power it off, and put it away. I'd guess schools follow a pretty strict policy regarding phones.

when i started high school you weren't allowed to have a cell phone on school property. by the time i graduated 6 years later, you were allowed to have one as long as it was powered off.

At least where I went to college, if you had a cell phone and you were caught looking at it during a test it was considered cheating. They had to be taken off desktops/etc and put away. As a graduate student, you can leave them on your desk if you want, just don't use them.

I normally leave my phone on the desk, face down, because I don't want to keep it in my pocket.
