If you don't take it out of context, you see that the Democratic senator was faulting the military for not separating it out:

I know that was my point as to why the problem seems so bad and the numbers so high. Seems people that have a problem with what I was saying did not read the article and had no idea what I was talking about.

If you read the article you would know they didn't separat the two in their numbers like I was saying.
