It's the FAA no-fly zone before and during the Super Bowl. The red dot is the normal no-fly zone, the yellow dot is the no-fly zone during the SB.

My dog must have a lifetime ear infection. She stays doing that when you pet her belly. It's cute af.

Looks like there is more than 1 reason why a dog does that.
