If making up percentage numbers it is best to use deciamls and odd numbers, just gives it a more convincing feel.

Example

1.22% are habitual users

61.23% are recreational users

Doesn't seem the war has been effective, if it were a military war, real casualties (like iraq/afghanistan) we would have found a way to get out of it long ago.

Just from an analytical standpoint, I'm fascinated by the trough that occurred in 1992. Anybody got any idea what would have caused that? Why did we hit a low point in 1992 and then continue back up?

I think you are seeing the result of the "war on drugs" there. I went to high school from 88 to 92 and we must have had at least one drug forum a month at my school. Plus I remember even a huge Pepsi sponsored one that rolled through each year.

The war on drugs may have not stopped trafficking so much but it may have stopped a number of first time folks or people on the fence if you will.

Well, Dr. Dre's The Chronic was released in 1992. I think that pretty much explains everything.

Honestly that could have had an impact. I remember all of a sudden everyone was smokin' blunts at parties, so that record and others at the time definitely had some influence.

My guess is through the 80 when I was in high school there was the slogan "Just say no to drugs." It was working and fewer people each yr were using it. I think it simply bottomed out around 92 and they tried to come up with a new slogan. I think sometime around then they came up with the whole frying pan commercial..."this is your brain, this is your brain on drugs."

See back in the 80's I was not a very good speller or reader and I thought the slogan was "Just say Yo to drugs". So evertime I saw someone smoking a joint I'd go up and say "Yo, can I have a hit". Then in the 90's I was sitting in my room one Monday after noon when I realized that I should be looking for a job. While out walking around (I forgot I was looking for a job) I came across a billboard with a hot chick saying "Just say no to drugs". I have not smoked sense that day.
