Come to think of it was that the Fun Bunch and Posse era? If that was the case the guy did nothing but wasted his summer in Washington. He should of went to Tampa Bay or some other bad team like that back then.

The writer really loses a lot of credibility by seemingly associating himself with Walt B. Maybe he felt the need for full disclosure.
Either way the article seems to indicate that Gibbs totally missed the boat on this guy, but apparently so did the rest of the league.

I could've been a hall of fame linebacker.... damn it! If only I had been living in the US and playing college ball and got drafted and made a roster and won a superbowl and gone to the probowl and had a 17 year all star career and retired as the most loved athelete ever.

And on that same play that Walt-B got cut, Gibbs said to himself, JWsleep, there goes your chance as well. I could just tell by the way he looked on the sidelines that year. He never gave me my shot! And I was a shoe-in all-pro throw-back two-way every-down player, in my backyard...

I was actually the over-zealous QB who threw the ball. Gibbs had already told me on the last play, when Walt B dropped my no look shuffle pass, that was "my last chance"
So I figured I'm taking the Waltser down with me, and I overthrew him. And hence Gibbs went on to tell Walt B, "and that was your last chance too"
