He’s play outside and slot...him in motion to get single match ups, flooding zones or carrying the ball on sweeps is his best use.
Speed and his versatility is what got him here

Samuel will move all over the place. Backfield, slot, outside, he'll be motioned all over. We're not going to snap the ball in too many formations where we have two WRs flanked out wide. They may start there, but the ball won't be snapped in that formation.
I'd have my eye on Cam and Kelvin Harmon to battle it out for the #3 role, playing mostly on the outside in 3WR sets. I like Harmon's chances, good player who may still develop some more, so long as that knee allows. Or the #3 may come by way of the draft. Pretty deep class. But Steven Sims can GTFO.

Yes, but he played very well in 2019. I thought he could make the next step up in 2020 but he seemed to lack the speed and explosion he had the previous season. At this point, I have no idea what to expect from him going forward.

So when you grade the moves so far, you have to do just that, grade the ones we've made so far. For the rest of the openings all you can do is give an incomplete - aka leave them out of your thinking. When we get to June then you can grade it as a concluded thing, with omissions factored. It's a definite A on the three guys they've added. Yeah we still need LBs but I assume that's coming in the next few weeks. Only if they fail to address it will I take umbrage.
