We should read the part that is bolded out:

I could've told you two years ago, they don't have a Super Bowl-quality team. It doesn't matter how good a coach you are; you're not going to get there with the players the owners gives you."

-- "The formula that the Redskin owner and the Redskin general manager have for producing a winner on the field is not a winning formula, meaning they can't make all the decisions on the coaches and on the personnel and then just hire some guy from off the street to be head coach and win with what they put on the field. It doesn't work and that's been proven for 10 years in a row. And they had Joe Gibbs in here, a guy who went to many Super Bowls and he couldn't do it with the formula they gave him."
