how does the waiver order work? i'm in 7th place but i am 12th in waiver order...

Its cycles so if you were in first place and you make a waiver selection then you move to 12th place and then you gradually climb back up once 12 waiver selections have been made then you would be in first place again actually 11 but you get the idea
