The 9th Circuit Federal Court of Appeals has slammed the US Department of Justice and barred the Federal government from using tests and urine samples from 2003. The decision could likely cutoff any further federal government investigation or activity in major league baseball and steroids, unless there is an appeal tot he United States Supreme Court.
