Portis was coming off back to back 1500+ yard seasons and 29 TDs in Denver. He was definitely one of the top backs in the league at that time.

He wanted a new contract and the Redskins refused to give him one, and he did not want to be franchised if I remember correctly. That was basically why he got traded.
There were still a couple of running backs better than Portis at the time. Still quite a few running backs that were better at the time, also remember he also came from the Shanahan system which produces running backs like crazy.
