I'll believe it when it happens.

Even though it's only infrastructure spending; people don't want taxpayer money going to a stadium in any way. People will oppose it and sue.

There are people who want no stadium in that site and plan to sue to oppose it.

Also, will owners approve a deal where the owner mostly pays for it. They wants taxpayers to pay for most of it.

So, despite this apparent good news; there are still potential hurdles. Until those are overcome and stadium is being built, I won't believe it.
