At least where I went to college, if you had a cell phone and you were caught looking at it during a test it was considered cheating. They had to be taken off desktops/etc and put away. As a graduate student, you can leave them on your desk if you want, just don't use them.

I normally leave my phone on the desk, face down, because I don't want to keep it in my pocket.
