They can stop on a campus for one season and then jump into the NBA to play at a high level or even dominate. Many of these top college programs are basically just temporary stops for legitimate NBA players who just need that year in college because there is a rule requiring it.
Recent examples are Blake Griffin and Chris Paul...going to All Star games by year 2 in the league.

to be fair griffin missed his entire first year with an injury so technically he made it his rookie year. just pointing this out because i completely agree with your point 
you know what team griffin had his first triple double against? yup, the wizards
