Target is like a high end Walmart, people actually have expectations when they go in there, like a clean store, helpful customer service, etc. The only thing they don't expect to find in Target is lower prices than Walmart.

My local Walmart/Target are the same way, I still shop at Walmart moreso than Target but that's because my income level dictates where I shop. I did work at Target for 10 months a couple years ago so I'm familiar with the expectations they have there.

i dont know if that is they're specific marketing strategy, appealing to society's undesirables. They wouldnt be in business long.
