Well, I do cut them some slack. As you said, you can't get both great starters and quality depth for every position all in one offseason, especially with the "spring is almost dry".
But at the same time, they did
willingly choose to engage in a couple risky and potentially costly short-term moves that still might have delayed progress in acquiring young talent. This is where the "really bad" aspect of their failure lies.
However, it seems they learned their lesson and are finally "hunting" the "right" way. Hold on to the draft picks, make low-risk trades, and use free agency judiciously.
