It's what you
do in an offseason that determines if you're trying to rebuild or not.
I'm trying to judge
intent from Shanahan's
actions, not his tenure. Last year, he did
not make moves that were committed to any sort of rebuild whatsoever. He kept Al when he supposedly could have dumped him for a third. He traded picks for McNabb and Brown, two short term solutions. He dragged in Galloway, Kemo, LJ, and Fast Willie to see if any could stick. He did all of those things than scour the league for potential prospects and the like.
