The new rule definitely de-emphasizes the role of a kick returner. And for a guy like Banks that offers little at any other position, I don't see how you can say he's not on the bubble.

It all depends on if the team wants to find a way to use him. Last year they used him for screens and towards the end of the season as a WR. I think he proved he fits in for more then one roll. Plus he's available if needed as a scat back. But I do agree with you that he needs to show the coach's his value on this team. I too could see him getting cut because someone else on the team returns punts and kicks just as well with out the speed.
I just think it would be stupid to cut him. When playing a team like Philly we could possibly use a speed package with Moss, Austin, Paul or Robertson, and Banks as WR's. As long as the can provide the protection then other teams will have a hard time covering due to all the speed on the field.
