I think you are right in that losing is a big factor in keeping folks away, but economics plays a part too. You are comparing TX to the DC area. You are comparing one of the places with the cheapest standards of living(low taxes, etc) to one of the highest(East Coast, DC area). Another reason possibly why that the Skins are down in practice attendance that hasn't been looked at is well, it is DC. LA can do without a NFL franchise because it is LA. Moviestars, beaches, hot chicks, etc. DC is virtually the capital of the planet. Movies is it for LA, politics is it for DC. Folks can't be bothered with a football team, especially if they are living in one of the most expensive places in the world to live in.
