I definitely see your point.
Certainly he was not a great pick. But he gave the league a couple of years of quality starting quarterbacking and then some gutsy play as a back-up. I think he was a better pick than Kyle Boller (the QB taken after him) by a significant margin so I can't bring myself to say he was a wasted pick.
In addition, the only QBs taken after him in 2003 who made any impact at all were Grossman (Round 1) and Seneca Wallace (Round 4). Neither of them has been a luminary since 2003...
Maybe the thing is that 2003 was just not a great year for QBs in the draft?
