Maybe they were printed before he chose his #?

I don't recall ever seeing Smoot in anything other than #21, but I do remember a story about him asking Deion if it was ok for him to wear it.

But Deion was definitely not on the Skins at the same time as Smoot. Like someone said earlier Smoot was drafted by Marty and Deion never put on a uniform for him.

Perhaps Smoot was #23 before Deion officially retired, but he never actually wore #23?
