That is a classic bit of satire from the National Lampoon magazine. The Liberals that put that out didn't think politicians should be viewed as sacred cows to be put on pedestals like quasi-religious figures. Unlike today's Liberals who go around spoiling everyone's fun like a bunch of repressed school marms. Get over yourself.
