Ahhh nice, the term (parkways) was actually coined before the modern interstate system, actually in VA through the Shenandoah Valley, it was a long stretch of road that ran through the huge national park and the plan was that there would be more roads like this.. so they were deemed as "parkways" .. now it's stretched a bit to be seen as a road usually lined by trees or some sort of landscaping.. there was a lot of fuss in prince william county when new shopping centers were being opened along the parkway due to that newer definition
as far as driveway, your guess is as good as mine, but I'm going to make the guess that suburbs and crowded neighborhoods are still relatively new and people probably lived a decent amount back from any sort of main road back in the day so there was more driving than pulling in occurring
