Note the use of the word "should", and the omission of the word "must".
As to the "3rd term abortion" nonsense, I'm quite certain that Obama's stance doesn't
require a 3rd term abortion for those facing such a dilemma -- just that the option should be there, and not a matter for the federal government with which to insert itself (if you'll pardon the expression).
